"No loss of outlook" and "there are no neighbouring habitable room windows facing the sports grounds" is what Camden's planning officer said in her report to the Planning Committee

From the largest room in our flat before the building work started in May
The tennis court was less than 20 metres from our window

Photograph taken from the same window 10th August 2012
This is the outlook we will have for 2 years or more
Camden Policy DP26 states that the Council will protect the quality of life of occupiers and neighbours by only granting permission for development that does not cause harm to amenity.
Is this what Camden Council means about "preserving amenity"?
